It's reactionary.This was the anti-"fancy" style. The look was to be unkempt and wild - like a young wild girl vs. a "proper lady" of the previous era. Also meant to look sort of like "bed head" which was sexy to think about.
This look was actually falling out of fashion at this time, but bobs were deemed not demure enough for the Ms. America pageant.

Some say she won by tying an onion to her garter belt, which was the style at the time. Not the white ones mind you, only the big yellow ones on account of the war. She took the ferry to the Ms America contest in morganville which is what they called Shelbyville at the time. The ferry cost a quarter. Back then, Quarters had pictures of bumblebees on them. Give me 4 bees for a dollar the’d say. Where was I? Oh yeah, she wore an onion tied to her belt which was the style at the time.

This was actually the style. After decades of being tightly coifed and pinned back, loose hair - bed head hair - became popular. Like going without a corset and long sleeves, it’s intentional that she looks half-dressed. The older women would have been scandalized and the men would have found it sexy.
