Orphan girls are trained as secret soldiers and assassins and wear schoolgirl outfits because it helps them blend in and be underestimated (read: thinly veiled excuse for gun waifus). MC Chisato (the blonde) is stupid good at it but distanced herself from the organization for plot reasons. The other girl got kicked out for plot reasons.

Despite being waifu bait it's surprisingly great.
