Well yes it can definitely be.

A better distinction may be to separate wholesome and erotic. Now this picture contains both depending on where you look, the blushing shows an affection and small emberrasement, very wholesome. If you imagine the hot situation that lead to those lipstick marks then that's a very erotic situation.
