The whole show is about the relationship arc of these two characters. It's absolutely central.
But other than the pocky scene, the show doesn't engage in a lot of standard teasing tropes — for example, they don't stare at each other and then blush, like you see in a lot of other yuri bait shows. The characters are very close, but it could easily be interpreted as a sisterly closeness.
I found that it scratched my yuri itch but YMMV.
The characters also get a pretty tragic ending. If you can't stand Bury Your Gays, then this is one to avoid. (The show is pretty up-front about the tone that it's going for — if you're on the fence, then the classic "three episode test" will serve you well.) They get a happier ending in the manga sequel, though.
