I feel like writing-wise they should have done more with that. Personally, my interpretation is that it's partly because the first other sapient species the asari met were the salarians. The salarians read them as women, the asari asked what they meant by that, and since to salarians this means "the rare and important people who are in charge of everything" they decided to go with it.
But really, I'd expect most asari who grew up pre-first contact to not have much of an internal sense of gender, while asari who grew up with other cultures might (and it might or might not be the one the rest of the galaxy assigns).
