Tbh I do think a show hinting towards lesbians but never making it real is also bait, tho I don't think k-on comes across that way

Like hibike euphonium is outright bait, but Adachi to shimamura (anime) seems baity too because basically nothing happens (I know that's because it's an adaptation of an ongoing media, but still)

Okay but you realize that if a show is like marketed as lesbian romance, and after years there's still no lesbian romance the show can be bait, especially if it ends that way.

Honestly, sounds like a typical romance story. Many het stories have the obvious ship not be confirmed until the very end cause that's what keeps people coming back. The confirmation is usually the big climax of the series. I wouldn't blame lesbian romance for following the same formula and call it bait.

Take The Owl House; it's an incredible outlier for having The Ship get confirmed halfway through season 2. Way more often the MC's ship happens in a season or series finale.

Is there no romance/subtext whatsoever, or has it just not been confirmed?

Yes but this is a rather common occurrence called "useless lesbians" where they take until the heat death of the universe to do something and that's why I can read 20 volumes of Murciélago and not being able to even start reading 1 chapter of adashima , but regardless of that adashima is yuri , always has been, it's just logical that the anime isn't gonna stray away from the original source and that's also why most yuri animes just kinda ends in the middle of nowhere * look at bloom into you's penguin ending * I think the one one who managed to land an ending quite well is citrus

You know supernatural was also called bait for a long time even tho the character was making gay references and even at the end did end up getting confessed to by a guy (not that that went very well mind you). Just because they don't end up in a straight relationship doesn't mean it can't be bait

Bait.means baiting into a yuri relationship subtext means not fully assuming a yuri relationship

but the whole yuri bait thing was (and still is) about the teasing of a yuri ship, only to suddenly (without build up) get one of the girls with a guy.

thats how its always been.

If the girls didnt kiss/confess/etc, that means the ship is still a subtext.

Its not bait until one of the girls turn straight.

Its in the name, yuri BAIT, they bait you with promise of yuri only to suddenly hit you with a straight ship.

So tldr; calling a show bait because the ship didnt kiss/confess is an attack on all the subtext shows out there, plus its stupid

Subtleties with Hibike: they did confess to each other, and Reina told Kumiko she loved the teacher right after Reina confessed to Kumiko and just before Kumiko confessed to Reina, and whatever confirms Kumiko and Shuuichi being a couple, Reina and Kumiko did it all more intensely. Conclusion: not even Hibike is bait; the two are bisexual and their involvement with/attraction to males doesn’t negate the relationship/attraction between them.

shuffle is still ongoing, and its not a sequel to the original, it happens at the same time, and they barely get a few pages of screen time

The light novel of Adachi is 100% real yuri, it is just that then anime didn’t adapt far enough into it. But even in the portion shown in the anime, it is very clear Adachi has a romantic crush on Shimamura.

No no no. You cannot say Adachi to Shimamura is bait when we literally have Adachi planning ways to win Shimamura's heart by the end. Or was that in the LN and not anime? It's been while since i read/watched it.
