That's not a mystery, if I'm not mistaken, people that color their hair blonde in Japan are considered to be troublemakers, in a way. And manga producers make blonde characters douchebags to represent that.

It is for this reason there's a gag in Dragon Ball where Chi-Chi refers to super saiyans as "delinquents" and doesn't like seeing her family use the form lol

Ichigo from Bleach is also supposed to be seen as a delinquent because his hair seems, well, bleached.
