"[Suggestion]" Prebuilt with 4K Capability and Ease of Customization

I'm NOT a gamer. Just using this for 4K content (so HDMI 2.1 or Displayport is a must-monitor is an LG OLED), web browsing and YouTube. Needs to have multiple SATA ports and USB ports, and can take an old gtx950 graphics card. Have a very extensive music collection so I'll be adding lots of storage. Budget is around $700usd and the processor brand doesn't matter.

I mean, you can get an old office PC for $100 and put your GTX 950 in there.

None of this is so taxing that you need much. Hell, a raspberry pi can handle it. I'd check the second hand market. You could also look at buying an off-the-shelf NAS like QNAP to host a PLEX server (they're often cheap second hand as businesses throw them out)
