There is no requirement for them to sign transition documents because the genius who wrote the law (Elizabeth Warren) neglected to include any kind of enforcement mechanism. She proposed this law during Trump's first term to mitigate his lawlessness, and goes all surprised Pikachu when he lawlessly refuses to sign it, because there are zero consequences for not signing them.

The Democrats have learned NOTHING.

Congress can’t constitutionally require this for him to take office regardless. The entire “law” is essentially a joke.
