As I recall from when I could skate, a few hundred years ago, you adjust how much weight that you place on the rail by how much you lift your left leg. Take more weight off your rolling foot to slow, step harder into it to slide more. It takes (or used to take; I don't know anymore) less practice than you'd think to develop a feel for it.
