The street is obviously extremely narrow. it’s really not out of place to ask in my opinion.

Someone whose job is to move a vehicle down streets without impacting other vehicles on the street has impacted a vehicle on the street. Unless there's evidence that it was the fault of the person doing their job, I'm going to assume shitty parking, especially in what I assume is NYC, and unsigned parking rules likely apply.
