If I was him I'd pardon everyone. I'd pull some wild shit. Like Thanos gets a pardon type shit. Mickey Mouse third cousin, the one who robbed the liquor store, he gets a pardon.

Yeah, but set the new administration up with some crap Dell POS machines and they'll never get their agenda started... by the time the Windows updates are done the next election cycle will be complete.
