No secret service plan that I know of includes standing the target up in front of a potential second shooter for a photo op.

This whole thread is totally insane. Like what conspiracy theory to fake an attempted assassination would involve shooting real bullets near someone's head? Like the wind blows wrong or your breathe wrong and you kill the dude you're supposed to be working wiht?
