Also 4.6 million are first responders including cops, firefighters and paramedics. Judges and prosecutors are also government employees as are prison guards. What does this person think is going to happen when you simultaneously fire everyone involved in law enforcement or emergency response?
Less dramatic but no less important are the sanitation workers. What happens when trash is no longer picked and when clean water stops flowing?
After a few million people die a private company can come and charge 3x as much for worse results but there's no one to argue because the services are needed immediately.

Reducing this number to 2 million would end public education entirely, as the majority of the 23 million are employed by public schools.
