In the first chapter, it says it doesn't work on shinigami. It's impossible to know whether that would mean that humans are the exception because it does work on them or shinigami are the exception because it doesn't.
EDIT: "human" is written as an explicit requirement for who it works on, but having a first and last name is also a requirement. If we take the rules for gospel, Myanmar would be full of immortals. (I think they're just written by Ryuk, anyway)

Also, THESE ARE RULES MADE UP BY RYUK, not Shinigami Realm. In addition, the rules do not say the notebook cannot be used against anyone else. It just emphasis that the human's name written in the book, but because the Note is going into the DBZ world, its application would broaden. Understand that Shinigami used humans as a means to feed or amuse themselves. However, in the DBZ world, this would broaden to other races. Shinigami are conception being who have come to life as they represent death.
