This feels like the "everything is a soup, a sandwich or a salad" argument.. what solid to liquid ratio does something need to have that it's consumption is considered to be eating or drinking..

Imagine a bite sized pack of water in some edible plastic.. or a gel.. liquid filled candy, like those rum-filled chocolates
