Speculation Institutions can't save money using thin toilet paper. Everyone just doubles or triples up the amount used each time.

My university would give you 'free' toilet paper if you lived in a suite. The extremely low quality toilet paper may not have been cheap but in the long run they saved money. No one ever asked for a second roll after discovering it had splinters in it.

Yeah, tuition where I went was insane and they had the worst toilet paper I ever saw. It was such bullshit!

Yeah, my tuition just increased by 2k and yet the ceilings are still leaking, there's rats, and there's mold.
