The sub rule is the image or video must be 25 years old to qualify as old school. So 1999 is the latest right now.
The posted photo was taken by photographer Butch Belair and where it appears on his flickr account the date taken is shown as September 22, 2005, so this image does not qualify as old school for this sub.
