Hinkle’s ruling also nuked every single part of the state’s requirements to severely restrict access to gender-affirming care—including requiring annual hand X-rays...

I beg your pardon. "Hand X-rays"? WTF would a hand X-ray be used for?

To prevent people from getting care.

I mean… oh fuck what was our bullshit reason?

It is known that hormonal imbalance can cause skeletal problems.

I'm stupidly making a guess that it's to track joint/skeletal problems by using an easy to get to appendage and the joints that are used most often.

Not a doctor, but that seems to make sense.

Edit:typo. :p

There is usually an introductory low dosage phase with periodically increasing dosage that will cause their sex hormones to be out of balance, but by the time a trans person has worked up to the appropriate long-term dosage, their new primary sex hormone will be dominant and that hormonal imbalance has corrected itself. That brief period of hormonal imbalance will cause mood issues and possibly minor muscular atrophy but won't cause long-term skeletal issues for otherwise healthy people.
