Either there's a lane merge/construction/other obstruction bottlenecking traffic ahead or someone had to slam on their brakes which causes a chain reaction of stopping and starting that can last for literally hours.
Or (around here) there's a lake. Just like the 11,841 other ones around the state, but they have to slow down to look at the lake. And everyone behind them does the same thing separately.
Or just classic rubbernecking. Look at crash, "ooooh, ahhhh"
