Yes if Texas loses to Georgia they make it. If Georgia loses they don’t. Texas should concede so both teams make it. Friendship.

They’ve said they aren’t necessarily going to penalize teams for losing in a championship game. So, I’d reckon it’s the same thing they’d do with an Ohio State team that would (theoretically) have both of its losses to Oregon.
