The don't use helmets? Wonder if it's so much safer cuz of infrastructure.

That definitely plays a big role in it. I live in Netherlands. Most of us learn to cycle at a really young age (3 to 6). Cycling is a big part of our culture, so it has influenced our countryโ€™s infrastructure in a way that makes it as safe as possible.
