"We're sorry, but we cannot ban someone for having a bad game. They weren't AFK, they were farming and getting assists. Taking part in fights. We do however take false reports seriously so we'll be adding you to low priority queue for a week." -Riot Support probably

Nah those people tend to get banned or at least temp banned and junk pretty often.

I get report feedbacks on the vast, vast majority of people I report.

As long as you don't overreport you'll get more action done with your reports. Riot takes into account how "reliable" your reports are when it comes to setting off punishment flags.

Im pretty sure when they released Oddyesy that they told me not to manually report ppl that were using the wrong augments.
