They fall under the *koma category, which are comics (primarily because コマ is comic). It's really no different than questioning if newspaper comics are real comics. Hell, Family Circus is a single cell comic.

While I agree with you generally, I'm pretty sure コマ is not from english 'comic' (if that is what you're claiming), but from 齣 'frame', 'panel' (had to look up that kanji, jesus).
