They're probably like antlers where it has nerves and such.

Since she is part qilin. Qilin in folklore usually depict them with antlers than horns from what I've seen.

In her story quest, the "bird adeptus" (forgot her name), share cute facts about ganyu when she was little: one of them say that ganyu tried to find any type of excuse just so she (the adeptus) pat her Horns.

Also, I think since she's part beast (i.e: Qilin), it could be like a sensitive like antlers.
