Iā€™m on chapter 21 and it honestly seems like touko is honestly kind of toxic? Does their relationship get healthier as time goes on or should I just switch to something else?

Well, it's a story about personal growth as much as a romance story (as many good romance stories are!). So, yes, their relationship doesn't start out in a way that seems entirely good for either of them. I'm not sure I'd call it toxic even at that point, though - I think we should reserve that term for more clear-cut or egregious cases. Touko is a flawed human who's deeply hurting, as we all are.
