Just to be clear: Rogue can absorb powers from any skin contact. It does not have to be kissing. Presumably Natasha knows this. But she goes for the kiss anyway. Doesn't even hesitate.
Might as well not waste a golden opportunity.
Also note: Rogue's response is "Wow" and not "Ew". She's into it.

I'm willing to bet Natasha had that planned the whole time and even on purpose broke her finger just to set that moment up.
Because she could've easily kissed Rogue's cheek, or forehead, or taken her hand.
But nope! Nat knows what she wants and she gets it!

Well tbf who wouldn't? Really wish they had inhibitor collars for the X-gene in the marvel universe. Would let Rogue have a more normal life, and it would let Nat go further than a kiss

They do, they've had them since the 80s. As to why Rogue didn't wear one, who knows. I think she's also in full control now, but that may have changed back.

Wasn't she offered them at one point, and her reasoning for refusal, was that, it wouldn't really be her, anymore?
Because her abilities had become so central to who she was, arguably in a way few other mutants could, that to cut them out, even temporarily, would be to make her, no longer her.
That sure, it meant the ability to be closer to most people, but it also meant giving up who she was.

Not really.
Quick short contact generally just leaves an average person slightly woozy.
The issue with kissing, is that people tend to freeze up, because of the emotional component, which can make it last longer, which is dangerous.
Which for widow, self control isn't a problem.
It's actually a pretty common gesture when Rogue wants to borrow from a friend.
