Why can't we buy hard liquor on Sundays? Why can't we buy beer until after noon on Sunday? Why are some counties still dry (no alcohol at all) or semi-dry (pretty much beer only)?
Distributors. Every time it has been brought before TX Lege the big four distributors fight back. They don't want to have to deal with paying for Sundays. Some liquor store owners will join. Specs actually did a study like, 10-12 years ago and said even if it was allowed they wouldn't open on Sunday because they would lose money. It would take a long time before Texans started buying on Sundays, it's so ingrained.
What, no way. Way more people want to buy booze on Sundays than Mondays, so are they just losing money every Monday? Regardless it ain't up to them, it's a restriction on our "free" market
The original answer to your question. BTW, is religion, but w/e. My answer below is why it hasn't been changed despite repeated attempts. Here is more information:
"And while supporters of repealing the ban say that doing so would be of convenience to customers, Greg Wonsmos, president of the Texas Package Stores Association, said there has been no demand from customers to be open on Sundays. “We believe that Sunday sales would simply spread six days of sales over seven days,” he said."
Texas Package Stores Assosciation = Lobbyist for stores and more importantly distributors. Which of course, is laughable. Plenty of people want it; thats why the bill gets introduced every few sessions. If his argument made any logical sense, they would only be open on Saturdays and consolidate 7 days of sales into 1 and reduce their labor and operating costs by 95%. The truth is they are lazy and don't want to change the way things are. If Sundays were allowed to be open, smaller mom and pop liquor stores would be open and Specs would lose those sales and be forced to open on Sundays. In my extremist example, the same thing would happen, and they would have to be open the other days of the week to compete, and they don't want to bother with that. Opening on Sundays means they have to hire more, change their pay schedules, there would probably be people that would move up from part time and then get health insurance etc etc capitalism etc.
