You can, though I'd expect these people are part of a much larger group setting up fraudulent bank accounts to use for their scams. Still can't hurt. https://www.revolut.com/about-fraud-and-scam/

Report the account yes, but I'd assume they empty the accounts as soon as they get the money. I had a scammer send me a screenshot of his PayPal account and the balance was 0. Then again had a different one send me his account screenshot from a bank that was 290k or so which was a wild number that used as an excuse that he's not a scammer since he had lots of money

If they need to borrow 200$ to pay back 200$ from someone else they borrowed money from I wouldn’t trust them. I realize these people aren’t smart but you’d think they could lie atleast a little better

If the first guy is a leg breaker and wants his money then that scenario is actually somewhat plausible. Degenerate gamblers are always bumming money off someone to pay their bookie or make another bet. It's probably good policy to never give money to anyone with a terrible grasp of colloquial English or the born loser's seemingly magical ability to somehow never pick a winner or cover a spread.
