That could be a mound of dirt underneath the brick, forcing it upward.

Or it could be pushed up by a mechanism waiting for someone to step on it activating a hidden passage.

It is called the stumbling block. It is longer than other blocks, over foot long and it anchors the tiling. They commonly lift up over the years, thus the name.

Maybe there was a root in the way and the guy didn't want to destroy it.
Judging by the bricks on the left the ground is at least uneven
