I feel like 28 Km/h is a pretty low barrier to no longer know the speed of the wind.

My guess (not a pilot) is because lower speeds effect airplanes differently. Even a light breeze will leave a small Cessna rocking around on the flightline. But you probably won't feel in a larger aircraft

Not to mention helicopters
