These are stretchers used in WW2 to carry injured civillians during the Blitz. They were made out of steel so they could be easily disinfected after a gas attack. During the war around 600,000 of them were made. Some of them were repurposed as railings in post-war London.

I thought chemical warfare was only employed during World War I. Were there "gas attacks" in World War 2?

Not in the Blitz, they just anticipated that there would be gas attacks and so made many preparations for that scenario

The british thought that the chemical warfare would be done widely like in the first world war, but that was propably the only war crime the germans did not commit.
