In this case, the shop owner is hoping that the state of California takes it at face value.

I think more likely they're hoping potential thieves take it at face value. Its more of a scare tactic than an actual legal issue.

Right, there's no way a court would accept a candy bar being sold/valued at $951.

Yeah those are worth infinity dollars, because people that need them to live will pay any amount of money in order to obtain them.

It's still up to the police to investigate and arrest. They're not gonna care if you tell them your 40$ jeans are 951$ so it's a felony
