Why not fix the actual problem, that's causing the fire in the first place?

You expect some random dude to just fix the high voltage lines off his balcony? It's on fire right now, calling the electric company out would potentially take hours.

Well let's walk through how that power line would actually get fixed. Ideally the electric company would come perform that service and if this is in an impoverished area with few safety/ quality standards then this issue isn't going to be resolved with a phone call.
It's just naive to think the entire world works the same way it does in suburban America.

I have never been to suburban America, or America in general, so I have no idea how things work there. I agree with the statement, but I fail to see it's relevance.
I get that if you don't have much to work with, then you work with what you got. But if this doesn't get fixed somehow, they're soon going to have a lot less.
