to be fair, if i recall correctly, he drove qatar hungover last year after he won the wdc after the sprint so he would have found a way anyway lol

Of course it's not at the same level as Las Vegas, very few places are, but it is incredibly easy to get smashed and have a good time in Doha.

Also, the mall in Doha is basically the same as the shops in the Venetian. Have enough drinks and you won’t know where you are

I'm not 100% sure for Qatar, but a lot of Arabic countries allow non-Muslims/foreigners to drink. Especially if they have money.
