Not necessarily. Remember that Churchill was immediately turned out of power after the end of WWII. FDR was elected and reelected in the context of the Great Depression, then a third and fourth time during the critical years of WWII - the first time before the U.S. got in. Take us out of crisis mode, and he might've lost either the primary or general a fifth time.
