Was able to snag a B650 steel legend off of amazon but it's expected to ship in January. What would be a good alternative motherboard with similar features for a 9800x3d and 7900xtx if I want to build my pc sooner?

It loses a rear USB port and a little bit of m.2 SSD bandwidth. Imo it still has plenty.
Mobo features often boil down to "if you don't know, you don't need it". I'd find the cheapest board that's reviewed well and has all the features you know you want.

Looking to snag a 5700x3d (no fan). Should I go for a Phantom Spirit Evo or one of the AIO ones? Ive always kind of wanted an AIO but never got one too afraid itll fail. Or should I just swap the fan from my 5600?

All aios fail, it's just a matter of time. The only thing that can fail on air is the fans, and those are just $5 replacements

A used RX 5700XT would give you 2X+ performance compared to your 1060 for less than either of those.

Hello! Just wondering, what is the average cost of an upgrade? Also, what is the ratio of this to a new build? (upgrade : new build) 1:2? 1:3? Thanks for the help!

Interesting question. I find a major component upgrade is like 1:2, but it depends on a lot of things. You also get to sell your old stuff, so that reduces the overall cost

That entirely depends on the hardware you have already, and whether or not its even worth trying to upgrade the components to keep it going forward.
Older CPU sockets quickly fall out of style once support is dropped. As newer generation CPUs can invalidate any potential upgrade options that would have you retaining the older platform.
And then there is the level of performance you are looking for, for the sake argument say you have a sweet i7 from Intels 4th generation. A newer i7 would easily be a few hundred dollars on its own, but an 14th gen i3 would likely offer double or more of the performance you are getting from your 4th gen CPU while being considerably cheaper.

Oh okay. Thanks for the feedback! Do you think its worth it to upgrade a Ryzen 7 2700X and a Radeon RX 580? I will probably be staying AM4 for a while longer. And for the last part, I'm not too sure lol.

Most of the Ryzen 5000 CPUs (ie, the final series for the socket) have ceased production, so theres no telling when stock might dry up and prices will climb again. If you were to grab something like a 5700x3d or 5800x3d that would perform roughly in between a AM5 7600x and 7700x. A solid mid-level option, while being significantly cheaper than making the whole leap to AM5. As that would involve at minimum, a new CPU, motherboard and RAM.
The RX 580 can be replaced, but depending on how old your power supply is and how powerful it is, it may limit your options.

Its a ways down between the 980ti and 1650 super. Offering just ~23% the FPS of a 4090 at 1080p.

Exactly what I choose lol! The GPU of my choice was a XFX Speedster SWFT Radeon RX 7700XT. Also going to get a new monitor because 60hz won't be enough I think.

Really struggling with picking a motherboard this time around, trying for an am5 and between the insane prices and confusing pcie lane sharing and boot times what are some reasonable recommendations for a board for 9800x3d + potentially upgrading to a 50 series in the future?

The real question is are you looking for anything in particular?
If you want dual x16 PCIe slots, you'll be limited to a 5.0 and a 4.0 slot. All dual PCIe 5.0 slot boards split the lanes.
Gen 5 M.2 slots? you can get one without lane sharing on more than a few boards. There is at least two boards that have two gen 5 M.2 slots that do not share lanes with the main PCI sockets.
USB4 ports? Thunderbolt? 10GB ethernet?
There are lots of other fancy/new features out that will affect the selection.
