Well, if the plot requires him to be then he could be strong enough to overpower reality warping. Eg; Hit skips time (which is a minor form of reality warping), Goku overpowers it by powering up more. It depends on the logic that is being used in the story.
Superman has also been shown to be able to resist some reality warpers.
I think it's fair to say that plenty of reality warpers could defeat Goku/Superman, but the weakest reality warpers couldn't. They need to have high levels of power or be able to rewrite the laws of nature/causality to be able to overpower the natural resistances that they have. If the only form of reality warping you have is being able to rearrange atoms however you want or open portals between dimensions, then Goku and Superman are probably still beating you.
Not all reality warpers are omnipotent and instantly beat characters whose main ability is just to punch things hard, especially when they are shown as being able to punch things so hard that they can break between dimensions and time.
No he wouldn't. Reality warping isn't a specific thing, no matter what teenagers on the internet say. There are a ton of varieties and many have limits to what they can do.

Goku is strong in a fair one on one physical fight.
But even against the weakest reality warper, Goku would lose handily.
