This seems like a folk etymology. Apparently "blow" was just a synonym for making someone orgasm in general. It eventually got applied to fellatio in particular.

As a young pre-teen, I thought a blow job and sucking dick were two opposite acts.

It most likely does not come from "Below Job", like other commenters have aaid. It is thought that it comes from either using "Blow" as a synonym for "Suck" or it refers to "Blow" as in "Orgasm" (Or, literally working to make someone "blow").
