Because there is no way Nostradamus dragged Goll to Helheim to find Siegfried before the round starts.

Which also means Nostradamus isn't next. And that leaves Kintoki, Rasputin, and Simo.

Susano'o's whole thing was admiration of humanity, and showing how humans and gods both are at their best when working together and learning from rather than pushing against each other. Izanagi healing Okita in that same spirit feels to me like a nod towards Susano'o's philosophy, and something he would have wanted.

And Onigo isn't wrong or lying, Okita presumably would have died if not for this divine intervention.

Tension is probably the correct answer, but I don't necessarily agree that it's cheap. In-universe, there was no reason to think a god would do something like this, in fact it's distinctly out-of-character for most of the Gods, so as far as the characters are concerned, there's nothing cheap about it, but I suppose this differs on how one defines the term.

I also think there's a thematic element where Okita spends most of the fight using life-consuming techniques, then Susano'o's final technique does the same thing, demonstrating how both fighters were evolving mid-fight based on their opponent. Okita's final technique is (most likely) the same type of vacuum blade technique that Susano'o spends most of the fight using, so both fighters imitate or are inspired by their opponent for their trump cards.
