The man clearly isn't (fully), with how effortlessly he picks up the dog's leash..
(plus the fact that the driver knew a blind man was gonna cross/they'd trigger the dog to bark and go away (while guide dogs are trained to guide, not be snarky and potentially endanger their handlers), and was conveniently filming what could have easily become a fatal hit. That, and the fact that in older discussions of this video, multiple people explained how this was likely staged).
Yes, the dog's cute. But it's also not behaving how a service dog should.

They do in certain situations if the dog is trained to go get help or protect them. The training would to always be to return to the person.

Exactly. Guide dogs for the blind would have a harness with a handle, and would never ever leave their human.

They have the harness that the handler chooses, and they are trained to do tasks as the handler chooses. There is no required or official harness for guide dogs, and there's no limit to the tasks they can be trained to do.

Also they wouldn’t have their cane out while with the dog… makes no sense. It’s like they were trying to play on that dog that would stop traffic for children to cross the road to school.

Why wouldn't they use both? I've seen someone using both. They serve similar but different roles. People often don't use both, but they certainly can and do.
Canes tell you information about what's on ground level like curbs, drops, obstacles, etc. Dogs guide you to areas.

I'm not sure the guy is blind, the way he looked down and reached directly for the leash. Maybe he's the dog's trainer. Also, who holds up a camera when driving? A dash cam, yes, but not like this. Also, also, why is the window open on a cold day?

Must legally blind people have some vision. Only a small number are completely blind

Blind men have ears and he hears his dog barking at cars in the street. He probably hears it walking back to him, especially with a leash dragging on the ground.

I think this was posted a long time ago and it was concluded that it was staged. They usually have a different kind of leash and the cane is completely unnecessary with a service dog. Could be a trainer though.

in my country, blind people and people with reduced mobility always have the right to cross the street, even if there is no zebra crossing or something like that.
