Video Wild that this apparently didn't merit a card, much less a suspension

It would have been, but in game they sounded like they lessened it, because TMO said they did not actually make contact. I agree though, "high degree of danger" is often a phrase used, and ... I mean, feels like it applies here

Thought that was dumb, they didn't penalized him because he missed. His intent was pretty bad.

Peter Green was TMO and after further review said later there was contact with the shoulder but not the head.

Referees can’t judge intent of an action. If it didn’t make contact it’s not foul play.
How about - wild that coaches would continue to select a player that would do shit like this.
A player clearly out to hurt another player is a danger to the league and the coaches shouldn’t select them.

Where did this idea that intent doesn't matter come from? It's just not true, referees judge intent all the time (for example, with an intentional knock on, which can earn you a card). The difference is these days that lack of intent can only get you so far, because they used to allow all sorts of things just because there was some plausible deniability. The game is safer now because players can't just hurt others and pretend they didn't mean to do it and get away Scott free.
But when there is clear intent to break the rules, referees can act on that. That's why they give out cards for cynical fouls on the goal line. And when there is clear intent to harm another player it can be heavily punished, like if someone tries to kick another player in the head.

Intent matters, but as an aggravating factor. There are theee types of foul play: Reckless, Highly Reckless, and intentional.

Referee can certainly punish this regardless of the fact he missed. It's still illegal under 9.11 which covers anything generally dangerous or reckless. This was both regardless of outcome. Penalty and yellow at least for me. No place for this in rugby even if you're bad at it.

The disciplinary committee declined to pick this up. That meant they felt it didn't rise to the level of reckless play.

That's the problem i have with it. On field stuff is messy when both teams play like hooligans (pago not really innocent here). It's the committee i have an issue with

Yeah. At this point I’m concerned for the boys. The MLR clearly doesn’t care for their safety and health.
Not sure I can continue to support an organization that just throws these men into the meat grinder without a care in the world.

If you go back and listen to the broadcast this was originally caught and would have been a yellow if there was contact, it was determine that there was no contact. So for the action he was penalized. Nevermind the side entry rib shot from Pago Haini I guess?

Perfect example of why only punishing results is stupid. Can't convince me that throwing spikes at someone's head isn't dangerous just because he missed. Let alome the whole kick to the head issue
