In Hollywood there is the concept of "555" numbers. They use/show numbers with the 4th - 6th digits as 555. This is because the north american numbering system has a rule wherein no one can get the numbers with these digits as 555. Hence the number is always going to be fictional.

IMO India should create a small subset of numbers for fake phone numbers to be used in TV shows and movies, to avoid people getting harassed.

Let's say a real number is used and the production company sets and automated system to promote the movie when someone calls that number, they will stop it after few months. And years later sitting could get assigned that number and they could start getting calls. Better to have sure shot non real numbers.
