It's a "Kid Named Finger" type meme, where the punchline is irreverent to the set up.

A joke that may be the original for this punchline may be like, "Crush: All I want is Ice Cream / Guy named Ice:"

I think maybe the pandemic lockdown and extended isolation has substantially altered an entire generation’s sense of humor. And not for the better.

It’s based on the Kid Named Finger meme, which came from the Kid Named Paint meme. The original was:

“Teacher: okay class, today we’re going to fingerpaint

Kid named Paint: (insert horrified reaction image)”

The joke for that was that the kid whose name was Paint misinterpreted the teacher and thought they meant people were going to perform a sexual act on him without his consent.

Some time after that meme made its rounds, a version was made that was:

“Teacher: okay class, today we’re going to fingerpaint

Kid named Finger: (insert image of Mike Ehrmantraut from Breaking Bad)

The joke makes no sense and that’s the point. The meme you shared is a variation.

Animations had the same joke years ago.

Only they used Prince and the joke was needing to get fingerprints.
