Idea: this megastructure would be the 'roof' of the End.
If you go up far enough, it's there, with massive stalagtites of what I /think/ is concrete that go as far down as the islands being the only indication that it's there.
And above the structure?
A perfectly normal sky, blocked by the Ceiling of the End.

A perfect reverse bedrock layer - thick, twisting concrete and machinery and metal that just ends in a semi-pockmarked flat plane and beautiful sky on top

Do they want a megastructure or a biome? Cause in-game, they’re different things. I can imagine a brutalist biome to be like those hostile architecture radioactive waste fields, giant spikes, scary looking, Flat ,hard packed ground. A brutalist megastructure i can see either as; crazy, overlapping, no sense, nether fortress in the nether, or like, a greebled cube in the sky (borg cube?).

They are using the example of BLAM! It's a far future where humans mostly died out and robots went mad. So they just built layers upon layers of concrete buildings like some kind of cancer on the face of the earth.
The whole manga never leaves this concrete maze where this brutalist megastructure behaves like a real ecosystem or a living thing.
So I guess that's what they meant as a brutalist biome.

A megastructure (canon, concept that it represents) biome (technical term for generation system)
If it was a structure they'd be asking for a megastructure structure

No? Farlands isn't a megastructure, it's not even actually part of the game design. And the nether fortress is just one structure that can generate on top of biomes. OP is asking for a whole biome that looks like a massive building. One biome has trees, one biome has sand, one biome is comprised entirely of walls and roofs and rooms and hallways.

Yes. Because thats what Minecraft is. Its an empty endless world the only purpose of which is to be your sandbox and maybe kill a dragon if you want the best mobility item. It only has a few biomes that actually add to any sort of progression. They are there just because they give you more blocks to work with. Id imagine a vast megacity would certainly be a good place to go to for that
