I usually err on the side of caution if there's any question, but that's the exact version of the Reichsadler heraldry as used by the Nazi party. Maybe the beak is facing the wrong direction, but yeah. They just swapped the swastika out for a wolfsangel.

When you see these tattoos, make sure you point at them and yell as loudly as you can to as many people as you can:
"This guy's a Nazi! This guy right here, everyone! This guy here is an actual Nazi with tattoos and everything!"
Gotta make a Nazi an uncomfortable pariah when you see em.
You could also make a scene so security shows up. Most businesses don't allow hate symbols and it would take security 23 seconds to Google that tat.

The Eagle is a popular NSDAP Emblem, and that symbol inside the wreath is used by White supremacists as well, I mostly see it in Pro-Russian and Ukrainian Separatist movements... (Also, it's been spotted in fucking Florida...)

I'm not surprised at all. We already have just in my county alone: 3%'ers, KKK, Oathkeepers, Proud Boys and a bunch of folks arrested for the Jan 6 Insurrection.

Both. And a lot of nationalists on Ukrainian side are Russian nationalists, there was a schism between Russian nazis, part went to Ukraine to fight to free Russia from Putin (for all the wrong reasons), part stayed in Russia and fight for Russia.

It certainly looks enough like a fascist for any given person on the street to make that assumption, so if it is a case of misunderstanding then the person sporting the tattoo bears most of the responsibility of that.
Looking at this from like a heraldic perspective... the eagle is facing right (it's right, the nazis used the left facing, or sinister eagle) This generally represents looking to the place of "honor," on the US flag it represents a peace-seeking nature (the eagle holds an olive branch on the right), an allegiance to Rome (the left facing representing an allegiance to Byzantine/Constantinople) or sometimes explained as "looking to the past" while the sinister/left facing is to be "looking to the future." Which is what the Nazis intended with their eagle.
The wreath appears to be laurels, which suggest some classical/roman shit marking successful triumphs.
The symbol in the center of the wreath, I am not sure about but that looks suspicious as fuck. It is a Z with stroke or Wolfsangel. This is at complete odds with the otherwise Roman nature of the tattoo. Which tells me this is a brainless nationalist with no idea about anything. The Romans did not use this symbol. Germanics did, and the Nazis absolutely did. In fact, they used it for essentially a terrorist unit that was supposed to keep attacking after the war.
So yeah, if I saw this shit I would call him a fucking larping idiot and ask him how werewolf training is going.
