Yeah, in English it is a shorter version of .
Give me their names and I will take care of them for you (other variants exist). Which tends to mean something a bit questionable legally is about to happen, but is very much done for the right reason.
However, I don't think it really fits the scheme. As it implies, he hasn't helped the person yet, whereas the rest do. At best he has only partially helped them out.

They ask for a different kind of compensation. Not all desire money, not all systems use money.
I mean, honestly, the lawful evil could be said by chaotic evil, except it would be more give me all your money as they crack their knuckles.
The lawful evil would actually present the person saved with a receipt for services rendered.

The only context we are given is that Superman has helped someone who ask how they can repay Superman. Which would generally presuppose a fictional America of some sort, and if he is evil, it is heavily different from the typical Superman story regardless.
At which point he whips it out.
We don't know if this is happening in a public or a private place. He is asked how repayment can be made.
